The waist is elastic, so the flat measurement represents half of the waist circumference.
For example, a 30 cm flat waist equals approximately 60 cm around, and it stretches comfortably beyond that due to the elastic.
The elastic has very good stretch. For reference, if you are an AU size 8 you will need XS/S  in Montaigne culottes.
